•  Request I would say no requirements, but recommandations (e.g. "An English description is preferred although not essential" and "In the future, scopes should be internationalized, embedding links in different languages. In the meantime, please limit cross-project links to the English Wikipedia". Usually, scopes are worded in English. This search—thank you, Ikar.us !—helps us to find the fittest scope in English (another aspect is that references in English may help to attest that the topic is of more than local interest and that is worth a scope). So according to the page found by Ikar.us where one can read "The most common name, however, is Alexander’s Hill", I would suggest to reword the scope in "Alexander’s Hill (Александрова гора)".  Requestclarification of author and ownership. Is it a reproduction of the book from 1855? Then the drawing is something like Template:PD-RusEmpire or simply Template:PD-old, and the file is Template:PD-scan.
