Utah Turned back to red

I’ve seen several sources including the bill itself state it is an independent commission so why did you change it back? Despite the name of the proposal, Utah created an advisory commission, because redistricting power still ultimately rests with the state legislature. Somewhat like in Iowa, the Utah legislature can reject the map proposed by the commission and draw its own map. Compare that to a state like Michigan, where an independent commission is fully in charge of drawing and submitting the maps. These distinctions between types of commissions are made by this source and this source. The Brennan Center also describes the commission as an advisory commission here.
