There is a another rule : "all rules can be broken." Keeping my BS aside, this video is very important one and to get watermark free version, you're required to contact(email) Barack Obama Presidential Library. They will send RAW footage of the speech which are usually greater than 4 GiB(maximum file size limit on commons). You need to process that video, request server side upload by creating a ticket on phabricator. Usually takes more than a day to successfully upload a single video with maximum quality supported by Mediawiki. Conclusion : It's not easy to get watermark free videos by contacting BOPL. -- Eatcha (talk) 15:16, 30 January 2020 (UTC)
