Yöneten genellikle konağın hükümetin hakimiyetini vurgulayacağına, etkisini artıracağına inanmıştır. Yönetilen, devletin, kanun ve nizamlarının mevcudiyetini onda hissetmiş, yapıyı ulusal hakimiyetin belgesi saymıştır. Kentte hükümet konağı kalenin burcu gibidir, bayrağın asıldığı yerdir.”
